Moldova’s ruling Action and Solidarity Party (PAS) has nominated prominent businessman and investor Vasile Tofan as its candidate for Prime Minister, following the surprise resignation of Alexandru Munteanu.

PAS, which holds a parliamentary majority, announced Tofan’s candidacy on Friday. Parliament Speaker and PAS leader Igor Grosu presented the decision after internal discussions, emphasizing shared priorities on European integration, institutional reform, and economic growth. President Maia Sandu is scheduled to hold consultations with parliamentary factions on Saturday, after which she may formally nominate Tofan. If approved, he will have 15 days to present a government program and cabinet list to Parliament.

The move comes after Munteanu’s resignation on 3 July, which triggered the government’s collapse. Deputy Prime Minister Eugeniu Osmochescu currently serves as acting prime minister.

Who is Vasile Tofan?

Tofan is a Senior Partner at Horizon Capital, a Kyiv-based investment firm focused on emerging Europe. He has extensive experience in private equity, consumer goods, and technology sectors, and has invested in major Moldovan companies. A Harvard Business School graduate, he is fluent in five languages (English, French, Dutch, Ukrainian, and Russian) and maintains strong business ties between Moldova and Ukraine.

He is known as a pro-European voice and supporter of reforms aligned with President Sandu’s agenda.

Tofan’s first reaction

In his initial public statement, reported by EUalive’s partner NordNews, Tofan accepted the nomination with a sense of urgency:

“Moldova has had many remarkable victories in recent years, and now we have the historic chance to become an EU member… I understand the gravity of the moment, but also the real prospect of taking Moldova where it should have been 20 years ago. We have no right to miss this historic opportunity.”

He pledged to dedicate his business experience to signing Moldova’s EU accession treaty (targeted for 2028), cleaning up and strengthening institutions, and driving economic development to improve citizens’ welfare. “A lot of work is ahead. A lot of work”, he noted.

Tofan’s nomination signals PAS’s intent to restore credibility and inject private-sector expertise into government at a critical time. Success will depend on addressing the lingering effects of recent scandals while advancing EU integration, economic stabilization, and institutional reforms.

Political instability poses a serious risk for EU-aspirant Moldova, which continues to face Russian destabilisation efforts and hybrid warfare tactics, including disinformation campaigns and pressure on the Transnistria region and beyond.
