Kyiv finally hosts Trump’s envoys. The map they brought still looks like Moscow’s

Yuri Ushakov’s readout from the Kremlin the day before was the same as it has been since 2022: Putin is confident he will achieve his goals

Steve Witkoff and Jared Kushner arrived in Kyiv by train on 6 September, their first visit to Ukraine since they took on the role of Donald Trump’s peace envoys. They had spent the previous day in the Kremlin with Vladimir Putin. The sequencing was unchanged: Moscow first, then Kyiv.

Ukraine had wanted them in the capital for months. Zelenskyy had said as much publicly. This time they came, met the president on St. Sophia Square, walked through the cathedral, and sat through three rounds of talks. National security advisers from Britain, France and Germany joined the later session. European Pravda reported the day in real time.

Zelenskyy called the conversations “very substantive.” They covered possible parameters for ending the war, short-term support before winter (air defence and energy, including U.S. LNG), security guarantees, economic guarantees, and a postwar “prosperity plan.” Ukraine put its own written proposals on the table. After the first round Kushner told reporters that Trump was determined to stop the killing and to build a “durable peace,” not just a ceasefire. Witkoff said the pair had heard “new ideas” in Moscow and felt “very encouraged.” Both sides, he added, would have to make compromises.

They also agreed to meet again soon in a Ukraine-United States-Europe format. Location undecided. Zelenskyy noted, with a smile, that Witkoff had liked the Ukrainian train.

That is the official record. It is not a breakthrough.

The envoys still decline to publish the proposal they say they are carrying. What has leaked or been described by officials familiar with earlier drafts remains familiar: territorial questions centred on the remaining Ukrainian-held parts of Donetsk, limits on Ukraine’s military, and no NATO path. Zelenskyy confirmed that territory was discussed and immediately added that such issues belong at the level of leaders. Ukraine’s red line has not moved. Russia’s has not moved either. Yuri Ushakov’s readout from the Kremlin the day before was the same as it has been since 2022: Putin is confident he will achieve his goals.

The visit itself carried a price in optics that Moscow extracted in advance. Russia effectively blocked a flight into Kyiv; the Americans came by rail from Poland. Putin ordered a three-day pause in strikes on the Ukrainian capital for the duration of the trip. Ukraine reciprocated on Moscow. The pause was a courtesy for the envoys, not a halt to the war. Russian missiles and drones had hit Kyiv days earlier. They will resume.

Witkoff and Kushner now speak of returning to a trilateral format that was tried earlier this year and stalled. They speak of “significant progress” in Moscow. Progress, so far, is measured in meetings held and adjectives used – “substantive,” “meaningful,” “encouraged.” It is not measured in any shift of Russian demands or any public American document that Ukraine could accept without calling it surrender.

The first visit to Kyiv matters. Seeing the city, the cathedral, the people who live under regular bombardment is different from hearing about them in the Kremlin. It also arrived late, after multiple trips to Moscow, and it arrived carrying the same unanswered questions the previous article on this site identified: whose terms are being refined, and who is expected to pay the price for the next round of talks. Kyiv now has the photographs. It is still waiting for a map that was not drawn in Moscow.

Moscow hosts Trump’s envoys, keeps its terms, and pockets the optics
